That long-ago promise in 1992 was for the formation of a national database of vehicles that were stolen or so badly damaged that they were not worth repairing.
Every state, as well as insurance companies and junk and salvage yards, were to provide information for the database. The idea was simple: Foil evildoers who often sell dangerous vehicles to consumers.
